Prepared in accordance with the Decree of the Cabinet of Ministers of the Republic of Uzbekistan No. 937 of November 22, 2017 "On measures to further improve the procedure for the preparation and certification of scientific and scientific and pedagogical personnel of the highest qualifications," at the Tashkent Architecture and Civil Engineering Institute to convey the essence and significance of the brochure to the public and employees of the Institute.
The focus of our state is the goal of wide implementation of the National Training Program, supporting the creation of a new generation of high-quality textbooks, meeting modern requirements, attracting young scientists and educators to this process and encouraging textbook authors.
Starting from January 1, 2013, the introduction of a single-level system of postgraduate education in defense of a doctoral dissertation and the receipt of a Candidate of Sciences degree was an important step in raising the level of training and certification of highly qualified scientific and scientific pedagogical personnel corresponding to generally accepted international requirements and standards.
Over the past period, all the necessary legal and normative base, activities of postgraduate education institutions, preparation and defense of doctoral dissertations on the basis of established requirements have been formed.
At the same time, the pace of socio-economic development of the country assumes the need to reconsider the experience gained within the framework of a one-stage system of postgraduate education, taking into account the best practices of a number of foreign countries in this field.
In modern conditions, the issues of accelerated development and improvement of the quality of training of scientific personnel, the broad participation of talented young people in science, the strengthening of the scientific potential of higher education and scientific institutions and their effective use in the innovative development of the country are of particular importance.
Pursuant to the Decree of the President of the Republic of Uzbekistan No. UP-4958 of February 16, 2017 "On Further Improvement of the Post-Graduate Education System," work is being carried out to improve the quality and efficiency of the system of training and certification of highly qualified scientific and scientific-pedagogical personnel, further improvement of postgraduate education, young people demonstrate their intellectual potential in scientific research. As a result, from July 1, 2017, a system was introduced that provides two levels of postgraduate education: a doctorate for the defense of the thesis of the Doctor of Philosophy (PhD) in the relevant field of science, and doctorate in defense of the thesis and obtaining a degree of Doctor of Science of Science).
On the basis of this decree, scientific councils issue scientific degrees to those persons who have defended a thesis in the specialty "Philosophy" (PhD) in the field of science, having a master's or higher education (specialization program) and a master's thesis, as well as those who defended the thesis to to obtain a doctorate in Philosophy (PhD), Doctor of Science (Doctor of Science) in accordance with the requirements, or other academic degrees obtained in foreign countries. It was determined that the scientific degree will be awarded to those who will undergo protection, the assignment of a scientific degree will be carried out by scientific councils.
In addition, in accordance with the requirements, persons holding a master's or master's degree (according to the specialty program) are admitted to the basic doctoral candidacy, and candidates for Ph.D. or Ph.D. (PhD) or those who have equivalent degrees in other foreign countries. Self-employed applicants without admission to doctoral studies or persons with a master's or master's degree (according to the specialty program) are allowed to defend their doctoral dissertation, to obtain the doctor's degree of Philosophy Sciences (PhD).
Also, since the adoption of the presidential decree, it has been decided to stop the defense of the thesis on a one-stage system of postgraduate education, the granting of a doctoral dissertation by the scientific council that authorize the defense of doctoral dissertations for a doctoral degree, a Ph.D. or a Ph.D., or the equivalent of other academic degrees granted in the established order as an independent competitor. In order to regulate the implementation of this Decree, as well as to regulate the payment of expenses related to the protection of dissertations in scientific councils providing scientific degrees, as well as the scientific expertise of the Higher Attestation Commission under the Cabinet of Ministers of the Republic of Uzbekistan, the Cabinet of Ministers of Uzbekistan adopted Resolution No. 937 of November 22, 2017 "On measures to further improve the procedure for the preparation and certification of scientific and scientific and pedagogical staff of higher qualifications."
According to the resolution:
- The procedure for assigning opponents of a dissertation on scientific degrees is determined by the regulatory legal document governing the activities of the Academic Council, which assigns academic degrees.
- for each opponent pursuing the academic degree of Doctor of Science is allocated 8 hours;
-For each opponent who defends the thesis for the degree of Doctor of Philosophy, 6 hours are allocated.
-The work of opponents is equated with the hourly wage of scientific leaders, as well as educational institutions that carry out the training of raising cadres (courses).
-Thesis for obtaining scientific degrees is made on the basis of concluded labor contracts by the institute, which works in the Academic Council, which provides appropriate academic degrees for the work of opponents for hourly wages. Issue and distribution of author's abstracts, doctoral and master's theses not less than 60 copies, and expenses are determined on the basis of actual prices established for the publication of educational literature by the State Press Committee of the Republic of Uzbekistan;
- Expenses of the opponents from other cities (the duration of the trip may not be more than 3 hours). Payments are made on the basis of norms established for budget organizations of the Republic of Uzbekistan.
In exceptional cases under the auspices of the Higher Attestation Commission under the protection of doctoral dissertation it is allowed to invite an opponent from outside the country. The costs of traveling by foreign opponents will be borne by the bidder in accordance with the currency regulation.
Oppositional salaries are paid to professors (Doctors of Science) and associate professors at Higher Education institutions based on hourly wage rates.
Private institutions and organizations funded by the State budget will cover quarterly financial documents approved by the State budget of the Republic of Uzbekistan on actual costs of the public and technical expenditures.
The scientific council, which provides academic degrees, may be designated as an official opponent in the defense of the dissertation on scientific degrees by other urban or foreign scholars with their consent.
